Britain and America have announced a major bilateral deal that will preserve zero tariffs on British drug products going into the American market.

Key Provisions of the Deal

Under the terms of the agreement, the UK has committed to boost spending on drugs through the National Health Service (NHS). This commitment guarantees that import taxes on these key exports will remain at nothing for a timeframe of 36 months.

This deal comes after previous warnings to dramatically increase tariffs on patented drug products, with increases mentioned as high as double the cost.

"This arrangement between the United Kingdom strengthens the international landscape for cutting-edge drugs and introduces much-needed equity to U.S.–U.K. medicine commerce," a release noted.

Economic Significance

Drugs constitute one of the UK's most significant export categories to the US, which is by far the largest market for leading companies like GSK and AstraZeneca.

Export figures show that in the 12 months prior to last September, the UK shipped drugs totaling £11.1bn to the US. This amount accounted for nearly one-fifth of British export trade in that span.

"This guarantee protects employment, boosts funding and facilitates the UK to become a worldwide center for biotech and pharma," a minister remarked.

Detailed British Pledges

The agreement entails several notable changes from the British government:

  • Revised Affordability Limit: The UK will increase the affordability limit at which it judges new therapies to be too expensive by twenty-five percent.
  • Increased NHS Spending: There is a aim to double overall public funding on treatments from 0.3% of GDP to 0.6 percent over the coming ten years.
  • Rebate Cap: The percentage manufacturers must pay back to the NHS to control costs will be capped at 15%. Last year, refunds were more than 20%.

Broader Context

The pact takes place against a ongoing dispute between the drug companies and the UK government over medicine costs and approval rates.

The disagreement were heightened by arguments that US patients were charged significantly more for the same drugs than consumers in the Britain and the EU.

Recently, several large manufacturing plans in the UK have been delayed or abandoned, while multi-billion-dollar expansions have been pledged toward US facilities.

One official acknowledged that the NHS must increase expenditure on medicines, noting that its budget allocation on drugs had decreased as a percentage of its total funding over the last ten years.
